Voluntary Leadership

Voluntary Leadership is the principle that rulings should be made by a leadership of volunteers. It's a precident for democracy. Voluntary Leadership starts when an individual comes forward offering to lead, and recieves the consent of a group willing to accept the individual's rulings and instruction.
